Four nongovernmental organizations - Transparency International (TI) Georgia, Georgian Democracy Initiative (GDI), Human Rights Education and Monitoring Center (EMC), and the Georgian Young Lawyers Association (GYLA) - represented an assessment of the performance of the Ministry of Interior in 2013 on 26 April.
The NGOs stress that although the MoI has drafted a development strategy at once, it did not include the separation of the security segment from the Ministry.
“We welcome the development of the new Law on the Police, as the Georgian police was operating based on the legislation adopted in the 1990s. Nevertheless, the new Law has inherited considerable problems, including oppressive mechanisms that could be used for crime prevention but at the same time could authorize police officers to infringe upon human rights on numerous occasions,” the organizations state. The NGOs state that the Ministry has failed to ensure the right of assembly, freedom of religion and of expression several times.

The special state commission that was researching the reasons of the Georgia-Russia war of August 2008 has wrapped up its work. Defense Minister Irakli Alasania has stated that the results of the survey will be introduced to Georgian society soon, presumably, by the end of the month. The opposition UNM members claim that the research might be politically motivated, aiming at political pressure on the United National Movement members prior to the local self-government elections scheduled for June 15. The commission was established at the Ministry of Defense in August 2013. According to the statements made by Minister Alasania then the research would not be political, it would be a military, tactical, operative and strategic evaluation of the combat operations with the goal of improving the future strategy of the Georgian army.
