Municipalities turned out to be top bribe-takers
According to 9-year statistics of financial crimes, municipalities are the top grafters. As the Institute for Development of Freedom of Information (IDFI) informed Georgian Journal on 20 May, it inquired about the financial crime statistics at the Investigation Service of the Ministry of Finances and although the structure did not provide them with full information, the available information states the following: there were 171 bribery cases revealed within the period of March 2004 to April of 2014 and 201 persons
were pursued legally; in the same period 2 145 cases of embezzlement and squander were also put under investigation. 124 facts of power abuse were disclosed and investigated within 2005-2013, while 113 individuals were pursued as criminals to this end.
Local municipalities or self-governing bodies turned out to be the biggest bribe-takers within the reported nine years by 74 cases while only a couple of bribe cases were revealed at the Public Registry of the Ministry of Justice of Georgia. Five ministries of the central power were also involved in the bribery out of which the leader was the Ministry of Environment and Natural Resources Protection with 11 facts and the Ministry of Economy and Sustainable Development was the least bribed ministry with three cases. In the meantime, the Revenue Service, an arm of the Ministry of Finance, was the most corrupted state structure with 37 bribe cases.
The private sector turned out to be less corrupted on as only 15 bribe-taking cases were revealed during the reported period. Judging bribery by the years, the year of 2010 was the most corrupted with 62 bribery cases and the year of 2007 was the most innocent with one sole case of bribery.
When it comes to mishandling of power the private sector was the biggest culprit within 2005-2013. The municipalities and the central power turned out to be the least inclined toward this crime as only one incident of power abuse was registered in the municipalities and one in the Ministry of Labor, Social and Healthcare. The highest number of power abuse appeared in 2006 [out of 23 cases 19 were in private sector] and the least with the 2013 while the legal pursuit for the power abuse cases started only in private sector in 2012-2013.
Embezzlement and squander crimes were the amplest within 2004-2014 as 2,145 facts were put under investigation. This kind of crime sharply increased within 2004-2006 while it reached its peak in 2006 when 383 cases were revealed. The embezzlement and squander crime halved starting from 2007 and averagely 150 cases were raised per year up to 2012. However, in 2003 the number of this crime increased significantly compared to the previous five years as 219 cases were put under investigation.
