Who is constructing “Khadori 3” Hydropower Plant in Pankisi Gorge?

Clashes broke out in Pankisi Gorge, Georgia’s northeastern region between special forces and residents protesting the construction of a hydropower plant “Khadori 3” on the 21st of April. Minister of Internal Affairs Giorgi Gakharia arrived in Pankisi Gorge. According to Giorgi Gakharia, the construction of the Hydro Power Plant will continue in Pankisi Gorge in case it is supported by 90 percent of the population.

The capacity of the “Khadori 3” hydroelectric power plant, which is planned to be built on
the Alazani River, is 5.4 megawatts. It will produce 27.5 million kWh annually. Construction is due to be completed within 12 months. The company responsible for the construction of hydropower plant Khadori 3 in Pankisi Gorge is “Alazani Energy”.

The company was founded in 2016. According to the statement of march 2013 from the registry, 100% owner of “Alazani Energy” is Lasha Iordanishvili with the head Giorgi Gogava. If the construction is done, investors plan to build another hydropower plant “Samkuratskali 2” in the gorge. The investment for both power plants is over $ 40 Million. The facilities will produce 160 million kWh.

The construction work of “Khadori 3” launched in June 2018 but was suspended due to the locals’ protest. Currently, there are already two other hydropower plants “Khadori 1” and “Khadori 2” operating in Pankisi Gorge.
