Georgian aviation to be harmonized with the EU


One of the key preconditions of Georgian civil aviation development is its harmonization with the EU standards and creation of a fully independent decision-making aviation regulatory body in Georgia. 

The Government goes ahead with the transport administration reforms. If in 2005 it united three administrations regulating air, sea and vehicle transport separately under one roof to implement management of these sector effectively, by end-February of 2011 it split the United Transport Administration of Georgia in three agencies again under similar excuse

of effective management. Now government undertakes efforts to strengthen each agency.

To this end the Ministry of Economy and Sustainable Development hosted the presentation even of the project “Harmonization with EU norms of the legislation and standards of Georgia in the field of Civil Aviation” on May, 11, 2011.

The beneficiary institution is the Civil Aviation Agency of Georgia (CAAG). Its partners from the EU side are the Federal Ministry of Transport, Building and Urban Development of Germany as well as the Austrian Air navigation services company Austro Control GmbH.

Development of an attractive civil aviation infrastructure and bringing it up to international standards, harmonization of legislation is of vital importance to Georgia. And the presented project that focuses on the harmonization with EU norms is expected to be a milestone in this process.

Main goal of the project is to strengthen the CAAG as an institution enabled to speed up the harmonization with EU norms as an essential component for the future development of the Georgian civil aviation infrastructure. For this purpose the project emphasizes the value of systematic capacity building to enable the Georgian administration to implement and enforce new regulations.

In a first step the project partners will identify and assess the civil aviation system architecture and discuss the key issues. All assessment undertaken under this activity is done to comply with the EU legislation.  The underway analysis is to elaborate a legal action plan that will be a basement to all further legal harmonization. Priority areas to work on will be the aviation safety, air traffic management, airports as well as flight crew licensing and airworthiness. Top German and Austrian experts working in the specific fields of civil aviation legislation involved in the project will support Georgian specialists in their work.

This project is funded in the framework of the EU-funded Twinning program. Twinning is a joint implementation tool of cooperation between public administrations of EU member states and of a beneficiary country. Twinning is used to support the efforts of neighbor countries to harmonize their regulations with EU standards through training, capacity building as well as drafting and applying of laws and regulations. The Twinning instrument has been extended to Georgia since 2007 in the context of the European Neighborhood Policy (ENP).The Twinning program has been successfully implemented for ten years in many of the East European countries - now the EU members.

The project is carried out within the frames of ENPI (European Neighborhood and Partnership Instrument) program of the EU and the duration of the project is 18 months.
