‘They put in my son’s cell not one but several madmen’

Some time ago we published a letter describing the situation in Georgian penitentiary system. Nana Kakabadze, chairperson of ‘Former Prisoners for Human Rights’ organization, told us unbelievable stories. We investigated whether patients of mental hospital are used for punishing the prisoners; we talked not only with the human rights’ defenders but with those who are well aware of the situation in psychiatric clinics. They don’t rule out the cases of

taking the mentally ill people directly from the street to prison.

 

We spoke with the mother of the prisoner who gathered information directly from the mentally ill person, who was put away in the cell. The mother insisted on concealing the patient’s name; therefore we’ll say that he is a well-known person, at the moment kept in a punishment cell.

‘Mentally sick people were taken to my son’s cell. Last time there were two of them. For three weeks my son was in unbearable condition because the insane persons kept shouting, they were the hardest medical case. My son managed to fish out some words from one of them and then in a place where everything is being videoed he told the lawyer that he knew where the sick people were brought from. Immediately after saying that, the sick people were taken away. I can’t name them or say where their families live’.

Gela Nikolaishvili, a lawyer: ‘Something similar happened with my client Davit Meskhidze. A mentally sick person was put in his cell. Dato said that in case the person wasn’t taken away, he would get mad himself. The most unbearable was that they relieved nature wherever they wanted, they shouted, jumped even at night, spat at the prisoners.’

Nana Kakabadze: ‘Secret experiments of well-known specialists – Sidney Gottlieb, George Estrabrooks and William Sargant are described in the world psychiatrics. It is reflected in the reports of ‘Human Rights Watch’ and ‘International Organization of Human Rights’ Protection’. For instance, the above said persons carried out experiments in the prisons of Afghanistan, Yugoslavia and Iraq aiming to control human mind. In prisons it is possible to do it: by keeping them hungry, torturing, supplying narcotics but as it seems, introduction of mentally sick people in the cells with prisoners has another goal, that of causing ‘psychological shock’.

It’s an experiment used at prisons but tomorrow it can be applied to Georgian people. Some may consider my point of view as a hypothetical but I find no other explanation to mixing of insane people with prisoners.

Now an amendment is being introduced to the law on ‘Imprisonment’- the administration is authorized to ban forwarding of parcels to prisoners, buying of food-stuff at the booths of the prison, calling their family members; rendezvous is out of question. It means that now all means for existence will be banned by law - they will have to eat skilly. Recently I spoke about it with a representative of ‘Human Rights’ Watch’ and explained the grave conditions of our prisoners. I acquainted representatives of our law-enforcement organizations with the cases of tortured death of  Tetradze, Tedliashvili and others; according to prisoners, the corpses are put in sacks and taken directly to hospitals in order to include them in the death- list of hospitals, not in that of prison.

Recently the Minister of Penitentiary System  said the following word for word: ‘Delegation from Spain will arrive soon in Georgia to share our best practice. It seems that the Spanish side is interested in such practices as video rendezvous and long-term rendezvous’. At the same time they are introducing such amendments to the code ‘about the prisoners’ that will legitimize unprecedented restrictions.

I’d like to inform about something else: in 2008 they arrested Merab Elbakidze, a 19-year-old boy from Gori, whose house was bombed by Russians and whose mother was wounded and lost her leg. This was the period when the Parliamentary Speaker Davit Bakradze called on the people to come out and defend themselves with pitchforks. The boy rushed into the police building to ask for a weapon but nobody was there. Everybody had taken to flight. Merab took a gun to protect himself and later he brought it back exactly at the time when on August 22 the police returned and on August 23 the boy was arrested and sentenced to 15 years of imprisonment for stealing the weapon. And her mother was operated on and instead of the lost leg an artificial limb was outfitted for her but later she was operated on again, the prosthesis was removed as it was meant for somebody else(?!). Now the poor lady is requesting to pardon her son. Merab has been paying the penalty for three years now but nobody takes into account his condition.
