WHERE HAVE 10 MILLION GONE?
Investigation service of Finance Ministry is accusing Gigi Ugulava, Tbilisi Mayor in the episode of ‘Imedi’ and ‘TbilServiceGroup’, of misappropriation of other people’s property and illegal legalization of incomes. Illegal schemes of Tbilisi Mayor’s Office were deciphered years ago by MP Tina Khidasheli.
Q. – According to your information, how was Ugulava involved in ‘Imedi’ TV episode?
A. – I know two things: ‘Imedi’ journalists said that they received from Ugulava orders and directions what to work on and how.
All these were planned in the Mayor’s office. The second episode is the financial scheme Young Lawyers Association wrote about. When this organization was discussing the issue of ‘Riqe’ tender I was working on it in the City Council. It was very suspicious when a territory was sold in the center of Tbilisi that was later returned, then it was sold again and finally it turned out that 10 million vanished somewhere (!)
It was established by the investigation that Joseph Kay also figured in this episode. It is impossible that such a big lot of land was sold in the Capital and fraud of such scale was staged without Tbilisi Mayor knowing about it.
Q. – No accusation with regard to visits in Las Vegas and plastic surgery at the expense of city budget is brought against Ugulava yet. Can we suppose that his accusation will aggravate in this respect as well?
A. – The court’s ruling about not suspending his authority isn’t correct. Ugulava as a functioning Mayor has all the levers to exert influence on the witnesses who are his subordinates.
Q. – Videos about torture of people being discovered, the President and former Interior Minister declare that they knew nothing about it.
A. – During the rule of ‘National Movement’ there were forbidden and admissible words. ‘Torture’ was a forbidden word and nobody had to speak about it. If you dared to say that somebody was tortured you would be mocked at. Declarations that the previous authorities knew nothing are inadmissible. When NGOs, ombudsman and media spoke about it the authorities were obliged to react.
Q. – Gviniashvili, former chief prosecutor of Tbilisi says that he arrested the policemen who tortured people.
A. – Let Gviniashvili name which of the people’s torturers was arrested during his being in the office. In 2004-2005 they might arrest somebody because they had a simple answer that they were remnants of the old system but let them remind us whether lately they detained any policemen who exerted violence on people. Even those policemen who killed Sandro Girgvliani were not sentenced on the charges of torture.
