US spending bill 2018 prohibits to fund governments that recognize independence of Abkhazia and Tskhinvali region
The US House of Representatives has approved a $1.3 trillion dollar spending bill, which condemns the occupation of Georgia's territories by Russia, and prohibits financing of the governments recognizing the independence of Russian-occupied regions of Abkhazia and Tskhinvali.

According to the Ministry of Foreign Affairs of Georgia, the passage supporting Georgia is titled “Occupation of the Georgian Territories of Abkhazia and Tskhinvali Region/South Ossetia” and comes under the Chapter of Russian Aggression.

According to the document, none of the funds
appropriated by this Act may be made available for assistance for the central government of a country that the Secretary of State determines and reports to the Committees on Appropriations has recognized the independence of, or has established diplomatic relations with, the Russian occupied Georgian territories of Abkhazia and Tskhinvali Region/South Ossetia.

The Appropriations Act states that the U.S. Secretary shall publish on the Department of State Web site a list of any such central governments in a timely manner. The document further stipulates that none of the funds appropriated by the Act may be made available to support the Russian occupation of Abkhazia and Tskhinvali Region/South Ossetia.

In addition, the Document states that the U.S. Secretary of the Treasury shall instruct the United States executive directors of international financial institutions to vote against any assistance for any of their programs (including any loan, credit, or guarantee) that violates the sovereignty and territorial integrity of Georgia.

As a reminder, that Russia opened polling stations during the presidnetila elections in both regions of Georgia. 13 polling stations were opened in Tskhinvali (Georgia’s occupied region of South Ossetia) and 20 polling stations were opened in Abkhazia. In relation to arranging polling stations on Georgia’s territory, US Ambassador to Georgia Ian Kelly made a statement.

"We, of course, do not recognize Russia's power in South Ossetia and Abkhazia, because these regions are the part of Georgia and consequently, carrying out any action there without a consent of Georgia is unacceptable," the US Ambassador said.

According to Tamar Chugoshvili, First Deputy Chairman of the Parliament, it is important that the passage on the occupation of Georgian territories is repeated in the US budget bill this year.

According to her, the passage first appeared in the document last year and this is a significant support for the non-recognition policy.

“It is very important that the passage has been repeated this year. It should be repeated every year. The Congress decided that no country recognizing the independence of the occupied territories of our country will get assistance from the US, which is very important for our non-recognition policy. It is important the same to be repeated every year,” Chugoshvili said.
