Comments following Mamuka Khazaradze’s statement
“I received a threatening letter from a high-ranking person before the second round of the presidential elections, saying they would destroy our reputation at the local and international arenas, - "TBC Bank's” co-founder Mamuka Khazaradze said during his speech at the sitting of the Finance and Budget Committee in Parliament on the 4th of March.

Mamuka Khazaradze said that the letter was sent by the Interior Minister Giorgi Gakharia. Khazaradze said that he has provided relevant agencies with information about the
threatening letter received from the Interior Minister.

Mamuka Khazaradze raised the issue of responsibility of the National Bank President and his deputy. In addition, Khazaradze demanded setting up a special commission.

Opposition comments on the case


European Georgia demands setting up a fact-finding commission in the Parliament regarding the TBC Bank and Anaklia port. As one of the leaders of European Georgia, Davit Bakradze, stated at the briefing, they have already begun collecting signatures for this purpose.

"We have started collecting signatures of MPs. We already have signatures of minority MPs. The fact-finding commission should be set up in connection with alleged pressure on persons related to Anaklia port and TBC Bank. TBC Bank is the leading financial institution of this country, while the Anaklia port has strategic importance for Georgia's economy and security. So the issues of strategic importance should be studied by the fact-finding commission”, Bakradze said.

According to him, the task of the commission is not to send certain officials to prison or punish them, but to establish the truth.

Giorgi Gakharia responds

Interior Minister Giorgi Gakharia has expressed his readiness to arrive in Parliament related to TBC Bank case. When the Minister was asked whether he had communicated with the National Bank President or with anyone regarding the TBC Bank case, Minister Gakharia responded that he had not communicated with anyone.

“It was the attempt of the privileged businessman to grab the immunity from the parliamentary tribune through gossiping. I do not write letters, I speak directly to everyone, including those people with whom I have a business relationship,” Minister Gakharia said to the media following the Khazaradze’s statement.

Prosecutor’s Office responds


The Prosecutor General's Office does not specify whether they will summon or not Interior Minister Giorgi Gakharia after the statement made by TBC Bank founder Mamuka Khazaradze.

As InterPressNews was told by the General Prosecutor's Office, they will decide whether to summon Gakharia or not after the questioning of Mamuka Khazaradze.

“The facts that the Prosecutor’s Office has launched an investigation into this information and the members of the parliamentary majority also demanded detailed information, these two lines indicate that the information, provided by Khazaradze is just the tip of an iceberg. It’s difficult to assess what happened because so many things are unclear yet… At this stage, I have the impression that Khazaradze has always been a precautious man and has always tried to avoid political confrontations,” the political scientist Ramaz Sakvarelidze said.

Sulkhan Saladze, the chairperson of the Georgian Young Lawyers’ Association stated that Pandora's box is opened and Mamuka Khazaradze and Giorgi Gakharia are expected to specify the details of the letter.

“Everything needs to be named and in order to name things, the investigation has to be independent. A lot of people reasonably do not believe in an independent investigation in Georgia. When the institutions are not independent in the country, then the result is harder to be achieved,” Sulkhan Saladze said.

According to the United Nations coordinator Louisa Vinton, the TBC Bank case will be a test for the Georgian judiciary system, as well as for Georgia's business environment.
