Why so called South Ossetian delegation gave ultimatum to the Georgian side?
Representatives of de-facto regime of the Tskhinvali region gave ultimatum to the Georgian side to abolish the Georgian police block post near Tsnelisi until 6:00am, August 30th. Deputy Foreign Minister of Georgia Lasha Darsalia says that the abolishment of the Georgian police block post at the village of Chorchana is not even the subject of discussion.

"This is, and has always been, a territory controlled by the central government of Georgia, as it is recorded, including by the EUMM," Darsalia told
reporters near Chorchana village.

He said the main task was the society to see the recent situation here with their eyes.

“That is why we have organized the media to provide the public with complete information on the current situation. The most important thing now is to have complete information for both us and the international community. Yesterday we immediately assembled a diplomatic corps and gave relevant instructions to the respective embassies, who are currently working with our partners. It can be said that we are in constant contact with our partners to provide them with comprehensive information and to jointly plan appropriate steps to prevent further escalation” - Darsalia said.

What has happened?

Within framework of Incident Prevention and Response Mechanism (IPRM) so called head of South Ossetian delegation Egor Kochiev said yesterday that they insisted that the Georgian side “stops provocations and abolishes police block post near Tsnelisi village.”

Yesterday 95th meeting of the IPRM ended without result. “The meeting was marked by a series of intense exchanges on the topic of Tsnelisi between participants. Regrettably it was impossible to complete discussions on all agenda points as the meeting was disrupted” – says official announcement by the EUMM.

What is IPRM?

The Incident Prevention and Response Mechanism was created in February 2009 as a result of the Geneva discussions that followed the 2008 conflict in Georgia. The meetings are an opportunity to discuss the identification of potential risks and problems facing the local community, follow up on incidents, and exchange information. The meetings are co-facilitated by the OSCE and the European Union Monitoring Mission in Georgia (EUMM).

What does the Georgian side say?

We expect that this issue will be resolved using all mechanisms that are available for us, - Kakha Kemoklidze, chief of staff of Georgia's new National Security Council (NSC), told reporters near the village of Chorchana.

He said that representatives of several international organizations are expected to arrive on the ground during the day and it is possible that a meeting with the de facto authorities will take place.

“This is a common incident, which requires a very pragmatic, calm, calm approach and the activation of diplomatic tools that are available for us in order to settle the matter calmly and peacefully.

I can say that this situation does not improve the recent process on the ground. This is problem when positions are expressed through ultimatums. We hope that by the end of the day the de facto authorities will soften their position on the one hand and take into account the factual situation on the other hand and the factual situation is very simple - the village of Chorchana in Khashuri district before and after the 2008 war was and has been the territory controlled by the central government of Georgia,” Kakha Kemoklidze said.

He said that information as if Georgian policemen appeared at Chorchana village today is completely unrealistic, as Georgian police officers have always patrolling here, but there was no a police checkpoint.

"We have heard very strange statements from de facto authorities, which, in my opinion, are irrational," Kemoklidze said.
