Disappointment over failure about constitutional amendment in the US, PACE
The Parliament has rejected the bill on constitutional amendments relating to the electoral system yesterday. Parliament Speaker Archil Talakvadze said after the plenary session that the parliamentary elections will be held with a 3% barrier, blocs and a mixed system.

Some of the former and active politicians in the US and PACE showed their disappointment over the decision.

The US Congressman Adam Kinzinger, co-chair of the House Georgia Caucus, released the following statement after learning of protests outside the Georgian Parliament
this morning:

“This morning, I was shocked to hear about the collapse of promised reforms in the Georgia Parliament, after officials downvoted the move to a proportional election system. During my visit to the country last week, I was pleased by what seemed to be the inevitability of this reform package. This commitment was made to the international community, and most importantly, to the Georgian people. It is my hope that this situation can be fixed – and fixed very soon.

“When we look to this region, it’s important to remember that Russia is a failing country courtesy of its repressive governance. Georgia is not Russia, and the Georgian people demand and deserve better than what their Parliament showed them today.

“As co-chair of the House Georgia Caucus, I’m calling on Georgian officials to resume negotiations immediately and pass this important reform package. Georgians want a government of, for, and by the people. They want a government that is more aligned with the west and they want to be recognized as a NATO ally. Failure to deliver this constitutional amendment will be a gift for Vladimir Putin, and will destroy the progress Georgia has made to reach complete independence and separation from an aggressive, encroaching neighbor in Russia.”

Former US Ambassador to Georgia Kenneth Yalowitz said that many in America are concerned about what is happening in Georgia.

According to the former ambassador, the electoral reform seemed a step forward since the June events and he cannot understand why it was not passed.

Kenneth Yalowitz said many friends in America are concerned about the fate of the Georgian democracy and he hopes that positive steps will be taken, including in terms of transparency of the government.

Luis Navarro, former director of the National Democratic Institute (NDI) in Georgia, also criticized the recent developments of Georgia. In his opinion, the Georgian Dream refused to make any changes because of being afraid of losing power in 2020. “This is disrespect to the protesters who demanded the change in June”, he said.

The PACE co-rapporteurs for the monitoring of Georgia have expressed their deep regret at the failure of the Georgian Parliament to pass the Constitutional amendments required to introduce a fully proportional election system for the 2020 parliamentary elections.

“We deplore the lack of support for these amendments. The introduction of a proportional system has been called for by all stakeholders for more than a decade, and its introduction was long overdue,” said Titus Corlatean (Romania, SOC) and Claude Kern (France, ALDE).

“In the light of the clear consensus by all stakeholders on the need to introduce this system before the 2020 parliamentary elections, the failure of the amendments to pass is incomprehensible. This is a step backwards,” added the co-rapporteurs.

They called on all political forces, and particularly the ruling majority, to explore ways in which these amendments could still be passed before the coming elections.

Demonstrations held in front of the Parliament in Tbilisi


Representatives of the parliamentary and non-parliamentary opposition, as well as students joined the rally outside the Parliament yesterday.

Demonstrators protested against the rejection of the constitutional amendments.

Organizers of the rally vowed to keep protesting until their demands are met.
