“Politicized document” that annoyed Kremlin

UN General Assembly adopted one more resolution on IDPs from Abkhazia and Tskhinvali region, re-confirming the IDP rights to return to their homes and get back their property. The resolution received backing of 57 states, while 13 objected and another 74 abstained.

The Russian side termed the resolution as “the politicized document”. Aleksandr Pankin, Deputy Permanent Representative of Russia to the United Nations, stated that Georgia uses the same trick every year to catch the attention of

international community and that the resolution does not reflect today’s political reality in the region.

“As the resolution title has it, rights are given to refugees and IDPs to return to their houses, including those located in Abkhazia and South Ossetia, as if these areas were a Georgian property. Today’s objective reality is different. There are Abkhazia and South Ossetia, independent states in this region. Sooner or later this fact will have to be accepted both by Georgia and its allies,” Pankin said.

“The problem of refugees is a competence of Geneva format. All sides have an opportunity to present their respective positions. If Georgians decided that this format is not acceptable for them and hence they want to discuss the problem on the General Assembly, then I think it is expedient to invite representatives of Abkhazia and South Ossetia too. It is necessary for 192 countries to hear opinions of all sides. As far as I know, representatives of Abkhazia and South Ossetia were refused visas to the United States and could not come to participate in the discussion,” claims Russian Foreign Minister Lavrov.

The resolution expresses serious concern about attempts to change demographic picture forcibly. Significance of the resolution is further emphasized by the fact that in addition to backing the IDPs, the document repeatedly and pointedly supports the territorial integrity of Georgia. Besides, the resolution obliges the UN Secretary General to submit a detailed report to the 66th session of the UN General Assembly, illuminating how the requirements set forth by the resolution is implemented.

Deepening isolation of Russia by international community was apparent during Lavrov’s press-conference. It becomes increasingly difficult for Russia to withstand the international pressure of this extent. This is what Georgian experts say. They assert that in response to growing international pressure, Russia is likely to invigorate its spy network operating inside Georgia.
