‘HE WHO HOLDS INFORMATION, WINS THE GAME’

 

General control in Georgia has become widespread, so widespread that people say nothing about eavesdropping. However, it seems that this mechanism of control is insufficient and a new one is needed to retain power.

 

Not long ago employees of the Ministry of Public Health were given special forms. The form is extraordinary because employees of the Ministry have to include in it their relatives (cousins, in-laws, etc.) indicating their name, surname, date of birth, position, personal number, place of work and

position and then submit the questionnaires in full form to the officials. As the employees of the Ministry of Public Health revealed to us, they got this order from the so-called ODR. We tried to clarify at the Ministry of Public Health what it meant and the answer was: By the resolution of the Chamber of Control employees of different structures including those of Social Service Agency were incorporated in the so-called Poverty Base. For this reason the Ministry of Public Health decided to protect itself from dishonest employees. As they explained to us, it was the Ministry’s initiative. Nothing of the kind is happening in other Ministries and with regard to filling in of those forms even a special Act of Internal Control has been issued.

An initiative of the Ministry of Public Health is unimaginable without the Minister participation; so we got interested who signed the Internal Control Act. The press service had no answer. We tried to foind out whether such acts were issued without agreeing them with the Minister and the press service again had no answer.

It’s true that in the Poverty Base there were no names of Social Service Agency employees neither were there the Minister Andria Urushadze’s relatives’ names. But for treating Andria Urushadze’s mother the Ministry of Public Health transferred solid sums from the Referral Program to Vienna University clinic. According to the confidential information given to a Georgian newspaper (‘Kviris Palitra’ No 10) of our Holding, the following sums were transferred for treating the Minister’s mother: GEL 53.750, GEL 16.730, GEL 4.155, GEL 3001, GEL 645, GEL 604 and even GEL 14. As it turned out GEL 14 was transferred due to ‘exchange rate change’ (?!) Conversely, when ‘Kviris Palitra’ expressed interest in the reasons of Referral Program budget cutting, the Minister responded: ‘This program can’t be turned into the one for assisting individuals, as every citizen should be financed equally;  budgetary support should be accessible for everybody in the same way’. Thus Ministry of Public Health doesn’t consider individual applications any more. The program has been drawn up in this form in order to exclude doubts, to make expenditures as well as the bases of decisions transparent.

Soso Tsiskarishvili, political scientist: ‘Just like nobody would ask Lasha Tordia to amend the law on gas-main pipeline, likewise it wouldn’t be Minister Urushadze’s initiative to ask the employees to fill in the forms. When a post is more valuable for a man than dignity, he can issue even worse orders. I’ll tell in advance what will follow: the forms will be directed to certain services for processing. After this you can observe the neuroses among the state employees – it is rather wide-spread lately. Another witch-hunt will ensue. Some people will be made to give false testimony against their relatives. Some will be forced to make inadequate steps in favor of some departments, etc.

Thus, it looks like the Minister of Public Health wants to turn his employees into Interior Minister Vano Merabishvili’s agents. Judging by this fact, the readers may assess how democracy is developing here. Shota Kviraia, Minister of State Security of Georgia resigned due to admitting the facts of illegal telephone bugging. Do you think Georgian democracy advanced since then? Isn’t it interesting why the population of England refused ID personal cards? They knew that their personal liberty was at a risk. Our masses are less motivated to express protest against such issues because getting of daily bread have become the primary concern of each individual.

Tamar Kiknadze, political scientist, professor: ‘It’s a kind of illegal mechanism to control people. It’s an unofficial form of controlling people; it is used in many countries. The difference is that if it becomes known, the perpetrator will face problems. Even in such democratic country as USA, there was a precedent of clandestine control but when President Nixon was exposed, he was induced to resign. In case he refused to leave the office, they would put the issue of his impeachment on vote.

He who holds information, wins the game. When you have information about every state employee and his relatives, it gives you a big advantage; especially prior to the elections; it will facilitate employing the mechanisms of preliminary pressure on a person’.
