‘THIS CHANGE CAN BRING THE COUNTRY TO CATASTROPHE’

 

Interview with Kakha Kakhishvili, director of Research Center of Election and Political Technologies:

‘In some European countries it’s possible to get citizenship if you register solid wealth in the country. In such a way even an agent of Special Force of an enemy country may become a citizen of an EU country and then run for a highest political post in Georgia and then follow directions of another country’, declared Kakha Kakhishvili, director of Research Center of Election and Political Technologies.

 

 

Let’s

imagine that a citizen of Spain is elected in Georgian Parliament and he will come to Georgia only for the sessions and he won’t be accountable to Georgian jurisdiction. He may commit a crime in Georgia but leave the country so that justice can’t be administered. Why shouldn’t the persons born in Georgia but living in a non-EU country enjoy the same right? Why do we segregate our citizens according to citizenship principle?

Conversely, a foreign subject elected in our Parliament may commit a punishable offence in his country. After becoming a Georgian MP he will be protected by immunity of a deputy. It’s a legislative nonsense when a citizen of another country is protected by immunity of deputy of our country. How can you refuse to submit a citizen of an EU country for criminal proceedings because he is a deputy of Georgian legislative body?

Many problems may follow such legislative nonsense.

Today, when it’s in fashion to speak about Russia planning aggression, why don’t you assume that FSB makes his agent a citizen of another country, prepares him for a high-ranking post and wraps all this in a nice legend. An FSB-trained agent may become chairman of Defense Committee of the Parliament. This will be a complete nonsense and problem for the Parliament of our country, won’t it?

Can anybody name a precedent when a French citizen was given the right to be elected in German Bundestag? He won’t be given that right even if he is a German by nationality. The EU itself, being a confederation has no agreement on unified constitution. Exposing ourselves as more democrats than them will be fatal for us.

I will tell you about a significant fact – before this initiative became public and ‘National Movement’ supported it, the Venice Commission issued a recommendation to enable a foreign citizen to participate in a pre-election campaign. It was categorically rejected by Pavle Kublashvili but after two months a strange metamorphosis took place. A foreign citizen is enabled not only to participate in canvassing for votes but to hold a high post. Our legislation bans financing of elections by foreign citizens; but when you authorize a foreign subject to be a candidate, then you should allow him to finance the election campaign too. After these alterations nobody will make a head or a tail what money will come to Georgia and from where’.
