Georgia - Potential capital of data recovery and disaster recovery of the 21st Century

Could Georgia serve as an international telecom hub, a disaster recovery center and a data center with co-locating services for the entire Caucasus?

From the geographical standpoint Georgia reminds me of London and Frankfurt as these two cities are landing and takeoff points for major transcontinental airlines. Politically unstable Northern Caucasus needs disaster recovery centers as a vital part of the state bodies and banking services backup.
Free cooling is an economical method of using low external air temperatures to assist in

chilling water, which can then be used for industrial process, or air conditioning systems in green data centers. Besides this, Georgia has a possibility to build solar powered data and disaster recovery centers – after all the country has always been called ‘Sunny Georgia’.
In free cooling , when the ambient air temperature drops to a set temperature, a modulating valve allows all or part of the chilled water to by-pass an existing chiller and run through the Free Cooling system, which uses less power and uses the lower ambient air temperature to cool the water in the system. This can be achieved by installing an air blast cooler with any existing chiller or on its own. During low ambient a processor can by-pass an existing chiller giving energy savings of up to 75%, without compromising cooling requirements. Each data center should be a standalone building with at least a 6,1 meter fenced perimeter and a secure, cool core of servers. It should be located a distance from office and monitored by cameras and guards who require photograph IDs at two security checkpoints. All employees should be cross-trained so they can handle a disaster situation immediately if one occurs. The data center should have an emergency plan in place that requires back-up generators, offsite backups of essential information, and servers at another data center than can be switched over. To prevent downtime in case of an outage, make sure the data center receives electricity from at least two separate utility substations. One of the ways to keep the costs down is a higher virtual machine to physical host ratio. There needs to be a four-to-one ratio to break even on server costs, but most servers can easily handle more than a dozen. Using efficient virtualization will cut down on expenses on servers, electricity, and space-saving your business money.
Granted, both eBay and Facebook probably have more clout than a small but data center should be listening to all of its customers. Also, data centers in Georgia should have the latest, energy- efficient versions of servers, which can cut energy costs by as much as 40%.
Data centers should host servers in room with a core temperature of between 20 and 23 degrees Celsius. Cooling is usually about half the cost of operating a data center. But facilities often kept temperatures too low, thinking it was better to be safe than sorry. Contemporary data centers should have IT integrated with the building’s cooling system and use remote control temperature monitoring and sensors to keep temperatures safe and costs down. Georgia has unique possibility to offer data recovery and disaster recovery to the world community. This would attract additional investment into the country.
