New draft law on drug policy will be adopted by late June, Chairman of Parliament says

As, Irakli Kobakhidze, the Chairman of the Parliament of Georgia reports, that the new bill on drug policy will be adopted until the end of June. According to him, there is a difference of opinions about drug policy in the ruling team, but there is a resource for achieving an agreement.

On May 14, Minister of Internal Affairs of Georgia Giorgi Gakharia met with the members of White Noise Movement, public defender Nino Lomjaria and the representatives of NGO-S to
review the details of special operation conducted in Georgia’s popular night clubs Bassiani and Café Gallery on May 12 as well as to launch works on a new drug policy.

"We are intensively working on the draft law. Even though there are different positions in the ruling party, we also have resources for achieving an agreement. We want to draft a bill and submit it in the next two weeks, which will be a precondition for adopting a law by the end of June. We have a clear vision about general principles. The main task is to reduce drug use in Georgia and pursue humanitarian policy," Kobakhidze said.

As a reminder, on May 12, at night two clubs of Tbilisi were raided by police under the order of the Ministry of Internal Affairs. As a result, eight people were arrested for allegedly selling drugs as well as dozens of other people present at the night clubs, that were later released. Special operations carried out  at clubs caused outrage among clubbers as well as other citizens who held protest rally in front of the Parliament Building in Tbilisi, on Rustaveli Avenue. Originally the participants of the rally condemned what happened at the clubs, demanded resignation of PM and the Minister of Internal Affairs as well as revision of current drug policy. Eventually the sides settled on working on a new drug policy. Meanwhile Pre-trial detention was ordered for eight persons detained for drug trade.

According to Prime Minister Giorgi Kvirikashvili, the final draft law on drug policy will take into consideration significant liberalization and more humane attitude on the one hand and a very strong approach towards drug dealers on the other hand.

"As for the drug policy, promises were made yesterday that the final draft law will take into consideration significant liberalization and more humane attitude, including medical services and psycho-rehabilitation commissions. It ill also have a very strong approach towards drug dealers,"- said

As for possible legalization of marijuana, Kobakhidze said that it would not be right to express an opinion about that issue today. "This issue is part of drug policy. We should discuss all issues, it is not right to express an opinion only in one direction," Kobakhidze said.
