The Act of Terrorism

It was presumed by criminal masterminds that if they managed to have an act of terrorism committed against Shevardnadze and if he died, a very natural thing would ensue – the reinstatement of the Gamsakhurdia-time Supreme Council of Georgia, which would declare the legal government of the country restored to its former power.  Moreover, all who participated in that act of terrorism – any armed formation or any person of consequence and certain authority – would be apprehended and brought

to justice. Professor Simon Maskharashvili has more.

GJ – Are we talking about the 9th of February of 1995 terrorist act? Isn’t it well known that an act of terrorism against Shevardnadze was perpetrated twice, and twice it was a failure?
GJ – Indeed it was the 9th of February of 1995. With the help of his people, Minister Georgadze had managed to arrange it so that the created by him a false picture would make culpable for the crime the members of one of Georgia’s armed formations, which was known for its hatred and direct confrontation against Georgia’s first president Zviad Gamsakhurdia. It was presumed by criminal masterminds that if they managed to have an act of terrorism committed against Shevardnadze and if he died, a very natural thing would ensue – the reinstatement of the Gamsakhurdia-time Supreme Council of Georgia, which would declare the legal government of the country restored to its former power.  Moreover, all who participated in that act of terrorism – any armed formation or any person of consequence and certain authority – would be apprehended and brought to justice. The Georgian society would be fed propagandist information that it was they (the perpetrators of the act) that catapulted poor Zviad Gamsakhurdia out of the president’s seat and started the civil war in Georgia. Then the trial would be held . . . Both the people of Georgia and the Supreme Council of the country would elevate Igor Georgadze to the rank of a hero who was fighting the bandits, enemies of Georgia. Georgadze would look as a hero not only in the eyes of President Gamsakhurdia’s adherents but also in the opinion of Shevardnadze’s supporters. ‘Look at a brave man – they would say – he disarmed the terrorists. Yes, Gamsakhurdia and Shevardnadze have died, but Georgadze has apprehended their killers and brought them to justice’. That was all designed to turn Igor Georgadze into a favorite person of the public in Georgia. The scheduled parliamentary elections were approaching. Georgadze would lawfully win the elections. It is not excluded that for the sake of strengthening his position Apkhazeti or at least the Tskhinvali Region would be handed over to him by the Russians as a gift. 
S.M. – Which means that the snatched-away territories would be returned to Georgia, right?
S.M. – Yes, probably! And that would happen as if thanks to Georgadze’s efforts. A frame agreement would be signed between Russia and Georgia which Russians would welcome gladly.
GJ – What would the agreement provide for in particular?
S.M. – If the agreement were signed, it would as a minimum demand that Georgia be made a neutral country, which would practically mean that Georgia would be detached from any Western structures and organizations. Its maximum demand would be that Georgia be connected with Russia based on an agreement between allies, which would mean that Georgia would completely and irreversibly be caught up in the claws of the Russian eagle.
GJ – But Georgia was the CIS member anyway, wasn’t it?
S.M. – Yes, it was but Georgia’s membership in the Commonwealth of Independent States was not enough for Russia to be happy. Russia wanted to do with Georgia approximately the same thing what it is currently doing with Kirgizia and Kazakhstan. It was planned to make Georgia part of Russia, and whatever manipulations they were intending to execute by means of returning the snatched-away Apkhazeti and Tskhinvali territories to Georgia, they would still precede with breaking it up into many small pieces.
